I think that he's a tiefling wizard, (those are horns, not ears) not sure which cover it's an homage too, though.

The homage is to the Moldvay/Cook/Marsh Basic and Expert set covers. It isn't the specific characters, it's the fact that the scene on the first cover is being scryed by a character on the second...
